    Imagine you take your car in to the shop for routine service and the mechanic says you need a number of repairs. Do you really need them? The mechanic certainly knows more about car repair than you do, but it’s hard to tell whether he’s correct or even telling the truth. You certainly don’t want to pay for repairs you don’t need. Sometimes, when one party has an information advantage, they may have an incentive to exploit the other party. This type of exploitation is called moral hazard, and can happen in many situations — a taxi driver who takes the “long route” to get a higher fare from a tourist, for example. Curtis “Wall Street” Carroll overcame poverty, illiteracy, incarceration and a lack of outside support to become a stock investor, creator and teacher of his own financial literacy philosophy. He turned himself in and ended up in prison with a 54-to-life sentence. While in prison, the stock market captured his attention, but he was illiterate. Finally motivated to learn, he taught himself how to read at 20-21 years old, and then he started studying the stock market. Carroll's role models changed from drug dealers and sports figures to Bill Gates and Warren Buffet. He wanted others to learn this new way of making money. When Carroll arrived at San Quentin in 2012, he met Troy Williams, who helped him start the Financial Literacy Program. Together they created the philosophy F.E.E.L (Financial Empowerment Emotional Literacy) that teaches people to recognize how their emotions affect their financial decision, and how to separate the two. Negative assurance is a method used by the Certified Public Accountant to assure various parties, such as bankers and stockbrokers, that financial data under review by them is correct. Negative assurance tells the data user that nothing has come to the CPA's attention of an adverse nature or character regarding the financial data reviewed. This type of assurance is normally given to investment bankers and the SEC when the financial data are being used for stock and bond issuance. In addition, this assurance is given whenever a CPA is asked to comment on financial statements upon which a previous Audit Opinion has been rendered. (This type of assurance is unacceptable for the basic financial statements on which a certifying audit has been performed.) Negative assurance comments are made on unaudited financial statements and subsequent changes, indicating that nothing came to the auditor's attention that suggests the statements do not comply with applicable accounting requirements; are not fairly presented in conformity with GAAP applied on a consistent basis; or do not fairly present information shown therein. Negative assurance is given because the auditor has not made an examination in conformity with Generally Accepted Auditing Standards (GAAS). Negative assurance is not appropriate unless the CPA has made an examination in accordance with GAAS for the accounting period before the current one. This is because the auditor needs evidence that can be related to comfort letter procedures. For negative assurance to be permissible, the evidence must have been gathered directly by the CPA giving the assurance, and not by another CPA.
